In order to establish an advanced, intelligent, and distinctive model for smart city development, Wugang City initiated the top-level design in 2015, and formulated an overarching construction plan for the smart city. In 2017, Wugang launched the bidding process for the smart city project. The consortium composed of Changshan Beiming Technology and Jinpeng Electronics was responsible for the investment, construction, operation, and transfer of the smart city project in Wugang with its expertise and rich experience.
Wugang smart city is among the first batch of new smart cities built with "Smart City Brain" as the core. It built a city-level digital base based on platforms for cloud service, big data, video integrated service, spatiotemporal information, public information, and artificial intelligence, gathered various information resources, extracted key indicators that reflect the city's operation status, providing a real-time panoramic overview of the city. In addition, it formed a unified command center through business collaboration and coordinated command, which allows the managers in the operation command center to oversee the city with a single map in normal times and command efficiently during emergencies. This created a "smart city brain" that is "perceptive, thinking, commanding, and memory-capable", supported real-time monitoring, business coordination, and unified command in key areas of urban governance such as urban management, public safety, traffic operations, government services, epidemic prevention and control, ecological civilization, people's well-being, tourism, industrial economy, and smart party building.
1. Big Data Intelligent Analysis for Enhanced City Management and Services
The big data platform has collected more than 15 million government information data from 41 units, forming 7 resource libraries of population, legal persons, spatial and temporal information, electronic licenses, among others, providing data support for the construction of smart applications. The platform combines video intelligent analysis algorithms to identify and alert about more than 20 types of urban governance events; it also invented big data analysis applications in the fields of government affairs, education, tourism, public credit, comprehensive taxation, etc., to provide decision-making support for industry management.
2. 100% Online Approval for Smart Government Services
The "smart government affairs" covers the application and processing of 3,713 government service items in 44 departments and 220 village communities in the city, realizing 100% online approval of government service matters, creating a series of intelligent application scenarios such as instant approval, audit-free benefit, intelligent form filling, intelligent government robots, etc., and effectively improving the quality government services in Wugang.
"Credit Wugang" integrated credit information in the fields of finance, industry and commerce, taxation, social security, transportation, quality supervision, public inspection law, etc., promoting information exchange and sharing among over 60 relevant functional departments. This has realized the effective collection, disclosure and reporting of public credit information in the city. The project also developed special applications such as "Xinyipi”, and “Xinyiyou", fostering a society where the public understands, upholds, and uses credit.
4. Refined and Coordinated Urban Management
"Smart Urban Management" established a unified support base, a comprehensive disposal system, and a map of urban management, creating a coordinated and refined urban management model for Wugang. This system allows for comprehensive observation, management, and prevention of “people, enterprises, objects, and spaces”, aiding in the city’s intensive, efficient, standardized, and coordinated urban management.
5. Comprehensive Perception, Unified Management, and Coordinated Operation
The city command center has built data convergence, vital sign monitoring, decision support, and emergency management command centers, converging data resources from various application systems, video surveillance, and IoT sensing in the city to create a "City Map" based on the integration of spatial and temporal data, achieving comprehensive perception, unified management, and coordinated operation of the city.
Focusing on the goal of "good governance, industrial prosperity, and benefit to the people", Wugang's smart city project aims to improve government management efficiency, promote industrial economic development, and provide convenient and inclusive public services, further completing the information infrastructure, developing the city's smart brain, integrating the dynamic and static data from various city sectors and dimensions, and establishing an integrated urban operation management and service system. Through data interconnection and utilization, Wugang further promoted the optimization and restructuring of government management mechanisms and business processes, effectively improving the efficiency of government management and services. The project created an efficient, convenient and precise service ecosystem for the citizens, and realized dynamic perception, forecast and early warning, and scientific decision-making concerning urban operations, as well as overall coordination and command and dispatch, striving for the modernization of urban governance capabilities. In the meantime, data-driven digital transformation empowers industries such as culture and tourism and promotes high-quality development of the local economy.
At present, the smart city project has completed the construction of more than 20 projects such as an e-government extranet, smart government affairs (phases 1 and 2), smart city operation command center, and big data analysis platform.
