The Smart City Operation and Command Center comprehensively uses advanced technologies such as the Internet of Things, big data, cloud computing, and artificial intelligence. Based on the urban digital twin platform, the Center integrates the "real-time", "live", and "multi-dimensional" data resources in various fields of the city to form a real-time panorama of urban operation. Through multi-dimensional analysis and visualization of data indicators, it restores the operational status of the city in an all-round way, realizing situation awareness during normal times, monitoring and early warning, auxiliary decision-making, emergency command during special times, and cross-department collaborative linkage, and builds a modern urban governance system of "all-time and space, all-elements, the whole process, visualization, intelligence, and collaboration".
1. Perceive the city situation in the full time domain to achieve "digital and entity integration": the system connects business systems in various departments,gathers business information, IoT perceptions, surveillance footage, geographic information, Internet, and other data resources in various industries, superimposes various key elements such as "people, enterprises, things, things, and places" on the urban digital map, builds a digital city corresponding to the real world, and restores the operating state of the city at multiple levels and in all directions to achieve "digital integration, global perception, dynamic interaction, and integrated development".
2. Comprehensive support for urban evolution and growth: Based on the full amount of urban data, the system extracts key indicators from different perspectives such as economic development, society, people's livelihood, urban governance, transportation operations, and ecological environment, builds business analysis models, monitors business operations in a panoramic manner, assists managers to carry out accurate decision-making, and promotes the scientific evolution and development of cities. At present, 3000 + core evaluation indicators of 20 + business scenarios have been sorted out, and 30 + business evaluation models have been built.

Comprehensively improve the response speed and growth resilience of the city: Through "a map of urban operation", the platform accurately perceives various risks of the city and gives out automatic early warning, carries out real-time monitoring and dynamic tracking of disaster events, shows the distribution of emergency resources with one map, helps managers quickly analyze, and uses integrated communication means to carry out multi-sectoral collaborative consultations and on-site command and dispatch so as to comprehensively improve the response speed and risk resistance of the city.
4. Create a holistic business hub to drive changes in government organizational mechanisms and operating models: Through the in-depth integration of data, technology, and business, the platform creates a holistic business hub for smart cities, and promote all-round process re-engineering, model change, method overhaul, and capacity improvement in various fields of urban operation, management, and service.
The city operation center consists of three parts: ① The infrastructure that supports the operation of the operation center, including command hall, comprehensive wiring, communication system, video conference, large display screen, information security protection system, etc.; ② Urban Intelligence Brain: technical architecture that provides information resource integration applications; ③ Upper-level intelligent applications, including urban operation situation awareness, risk monitoring and early warning, auxiliary decision support, urban operation comprehensive evaluation, emergency command and dispatch, etc., to support the integrated operation of the city.

The platform integrates multiple types of data in various fields, retrieves key indicators that reflect the urban operation situation, forms an evaluable urban indicator system, displays the overall urban operation situation, and achieves a real-time panorama of "one picture with many views, overall management, and integrated strategies". In addition, the platform can also construct different business thematic scenarios such as "overall situation, government services, social governance, urban management, social livelihood, industrial development, ecological environmental protection, and cultural tourism" according to different business content.
2. Building a model to realize intelligent prediction and assist managers in accurate decision-making
Focusing on a certain type of problems and objects, the platform integrates, matches, clusters, cross-comparisons, mines and analyzes data related to various fields, and realizes intelligent early warning, trend prediction and analysis and judgment by constructing a business model, which not only grasp the trend of urban operation from a macro perspective, but also analyze problems from a micro perspective to assist managers in making accurate decisions.

Through converged communications, it realizes remote consultation, communication and collaboration of various departments and on-site personnel, and greatly improves the efficiency of cross-department and cross-regional coordination and emergency response.
5. Building a city evaluation model to take the pulse of the city's business situation
Combined with the urban data resources collected by Urban Intelligence Brain, the system systematically sorts out the urban evaluation index system and constructs evaluation index models for different fields such as economy, politics, culture, society and ecological civilization, so as to help departmental managers analyze specific problems from a micro perspective, and to assess the city's business situation and diagnose it in a full-time and panoramic manner.
