To effectively improve the authority, effectiveness, and benchmarking of the national legal entity basic information database, accurately grasp the number and changes of various legal entities, and improve joint supervision and public service capabilities of legal persons, the Ministry of Civil Affairs has been actively promoting the national legal entity information resource database software development project, and strives to establish a sound business information systems for social organization application registration, annual report/annual inspection, credit information disclosure, etc, to ensure accurate and complete information of social organizations. Beiming Software is responsible for the construction of the comprehensive data management system and the data mining and decision analysis system for social organizations in the project.

Utilizing massive data such as declaration, annual report/annual inspection, registration, law enforcement and evaluation information of social organizations, BeiMing Software integrates administrative division data and applies GIS technology and multi-dimensional data feature association methods to conduct comprehensive decision-making analysis on the distribution, quantity, service type, full-time staff, number of persons in charge, main income sources, number of activities and growth trends of social organizations. This helps to predict the future prospects of the distribution of social organizations, providing auxiliary decision-making basis for the policy formulation and financial support of national social service institutions, and backing the analysis and mining of massive data of these organizations.

The platform achieved over 98% data inclusion rate for legal entities, over 99% accuracy for the basic information of legal entities, and a coding rate of 100% for the unique identification of legal entities. It fully realized the open sharing of 9 basic information items with the coordinating departments and other government departments, and provided basic data sources for the construction of the social credit system and investment monitoring.

It established refined business information systems such as social organization registration and annual report/annual inspection, business registration of market entities and credit information disclosure, maintain accuracy and completeness rates above 99% for market entity information, achieving 80% electronic regulation of market entities, and supporting innovative social organization management and business registration reform.
