Project Background

In recent years, the construction of the digital government in Shandong Province has proposed to build the "five major systems", promote the "five transformations", strengthen the "five guarantees", and accelerate the modernization of the government governance system and governance capacity. For the development of the provincial government cloud, it has been clearly stated that the aim is to build "one platform, one account, one network, and one cloud", focus on the infrastructure construction of the government cloud, the government network, and the integrated platform, ensure security, and build a firewall for safe development", accelerate the construction of digital Shandong, and promote the high-quality development of the provincial government cloud platform.
Adhering to the construction goal of "domestic leading and world-class", Beiming Software has joined hands with China Mobile Group Shandong to build a government cloud innovation node in Shandong Province. Along with the original cloud node, it creates a service ecosystem, improves the "one cloud" of e-government in Shandong Province, optimizes the province’s layout of the government cloud, and elevates the cloud service level. Through unified planning, construction, and management, it realizes the intensive sharing of cloud resources, extends the application of emerging ICT technologies such as cloud computing, artificial intelligence, big data, and microservices in the field of government affairs informatization, and provides diverse cloud services for all departments at all levels. These efforts improve efficiency, reduce expenses, enhance information security capabilities, support the overall coordination of upper-level business applications, and ensure the sound and stable informatization of digital government affairs in Shandong.

Project Brief

The Shandong Provincial Government Cloud Innovation Node plans to build the public service domain, administrative service domain and Internet zones within the e-government extranet. These zones are managed under a single cloud, providing customers with an integrated cloud experience. The platform is based on the Huawei Cloud architecture, which is scalable and reliable, and supports the evolution to a multi-center, high-availability disaster recovery architecture. The cloud platform architecture shifted from the traditional x86 architecture to the "x86 + domestic" hybrid architecture with multi-computing power, introducing the exclusive pool of domestic resources, as well as upper-level PaaS and middleware such as databases. It has taken into account the need for domestic alternatives in the government cloud, and planned the domestic resource area in the infrastructure resources, accelerating the development of the domestic industry in the government affairs sector.
In addition to basic resource services, the Shandong Provincial Government Cloud Innovation Node also provides innovative services such as cloud-native functions, container platforms, microservices, AI, GIS, and big data services. Beiming Software and China Mobile Shandong are actively exploring new technologies in government services, introducing the latest cloud technology services to enhance cloud service capabilities, and building big data and artificial intelligence cloud service capabilities to enhance the platform’s technical strength in cloud services.

1. Unified Management of Resources to Improve Utilization
The Shandong Provincial Government Cloud Innovation Node has established a unified resource management platform to provide all-round operation and maintenance management, resource delivery, service catalog and other functions. It aims to achieve unified operation of resources and services, improve resource utilization, and ensure business stability through the self-service portal. At the same time, the platform added cloud-native services such as microservices and containers, which allow for more flexible deployment of PaaS platforms and applications, solving the problems of insufficient scalability and low efficiency caused by the outdated architecture.

Implementation Value

The Shandong Provincial Government Cloud Innovation Node was officially launched in January 2022. It has developed from supporting 8 business systems to nearly 70 business systems of various departments and bureaus in Shandong Province. The mature cloud technology and the intensive cloud platform model have been highly recognized by business systems, end customers, and manufacturers.
Among them, the Shandong Big Data Bureau is the most typical case. The Shandong Big Data Bureau has built a general government services portal, the “Aishandong” app, by integrating the dispersed mobile government resources of various departments at all levels. The portal improves the security, reliability and efficiency of the system by leveraging the innovative capabilities of government cloud innovation nodes such as large bandwidth and containers, with more than 60 million registered users.
