Project Background

In accordance with the strategic deployment of the 19th National Congress of the Communist Party of China on the construction of a network powerhouse, digital China, and smart society, the Langfang Development Zone focused on the requirements of the Langfang Municipal Party Committee and the Municipal Government for comprehensively integrating into the construction of world-class urban agglomerations in Beijing, Tianjin, and Hebei. Based on the completion of the business data convergence of various departments and the collection of remote sensing image data in the first phase of the Smart City Management Center project, the Langfang Development Zone launched the construction of the second phase of the Smart City Management Center in December 2020. The goal is to deepen the integrated application of digital technology, fully tap the potential of data, build innovative application scenarios for smart cities, empower efficient government governance and high-quality economic and social development, and strive to build the development zone into a national benchmark for district- and county-level smart cities.

Project Introduction

The Langfang Development Zone Smart City Management Center Phase II Project aims to build a modern urban operation management service system, focuses on the "One-Stop Management System", and comprehensively uses technologies such as the Internet of Things, big data, artificial intelligence, and cloud computing to create a global collaborative, multi-dimensional, and smart urban entity to promote the modernization of urban governance capabilities and systems. The project focuses on the construction of 1 operation support system (digital base and intelligent operation center), 3 application platforms (artificial intelligence machine vision platform, intelligent collaboration platform, data visualization platform), 3 thematic applications (economic operation decision analysis, one-stop management system of social governance, economic operation vitality analysis) and N smart city applications (smart fire protection, smart party building, convenient services, smart manhole cover, etc.), establishing a modern management mechanism for urban operation status awareness, dynamic monitoring, precise analysis, overall coordination, and scientific decision-making, and continuously improving the level of refinement, intelligence, and modernization of urban governance.

Project Highlights

1. "One-Stop Management System" improves the cross-department efficiency. The "One-Stop Management System"
platform integrates the "Discovery Center, Distribution Center, Disposal Center, and Analysis Center". Its main functionalities include e-government services, an Internet of Things platform, intelligent video recognition, a distribution front desk, a unified event service platform, an OA processing platform, grid access, and leadership access. The "One-Stop Management System" thematic application effectively eliminates the fragmentation and inefficiency in existing urban management, accelerates business process re-engineering, improves the cross-departmental collaborative efficiency, promotes social pluralism and co-governance, and comprehensively improves the level of refined, scientific, and intelligent urban governance in the development zone.
2. The Economic Operation Decision and Analysis System empowers scientific government decisions.
It gathers data from government departments, society, and industry chain modeling through a big data platform, and establishes an economic operation decision analysis system that "speaks, decides, and manages with data." It provides a real-time display of macroeconomic conditions of the development zone, forecast and early warning of key indicators, data analysis of comprehensive evaluation by the Ministry of Commerce, etc., enabling real-time insight into the economic operation of the development zone at macro, meso, and micro levels, continuously optimizing the business environment, and improving the scientific level of government decision-making.
3. The convenience service mobile platform facilitates smart living for residents.
Utilizing the WeChat mini-program, the platform focuses on the needs of citizens' "food, clothing, housing and entertainment", and integrates comprehensive urban services such as photo reporting, government services, public services, city news, suggestions, and online payments, forming a city-wide, unified mobile terminal of convenience service featuring interconnection, information sharing, and business collaboration, comprehensively enhancing citizens' smart living experience.
 

Construction Achievements

By the end of 2022, the intelligent operation center of the project had integrated data and business of 27 departments including the Economic Development Bureau, the Finance Bureau, the Human Resources and Social Security Bureau, the Environmental Protection Bureau, the Housing and Construction Planning Bureau, etc., collected imagery data for 69.4 square kilometers, 121 types of spatial information resources and 118,748 urban components. It has also aggregated special information data from the Ministry of Commerce, the State Administration for Industry and Commerce, Credit China, and the People's Court Announcement website. The total data volume reached 1.58 billion, with more than 1.9 million daily new data entries. Through integrated data processing and business collaboration across departments, the Intelligent Operation Center has achieved comprehensive monitoring of the entire district's operational status on a single screen, collaborative and coordinated OA supervision and inspection, real-time big data monitoring and early warning, one-stop management system of urban governance, auxiliary decision-making of economic analysis, flood prevention and early warning and dispatch command services, etc. These advancements have significantly improved the modernization of governance in the Langfang Economic and Technological Development Zone.
